II.1.5)Short description of the contract or purchase(s):Royal Mail Group Limited ('RMGL') has a requirement for the conveyance of mail by air to various locations in the UK. The service is required to operate in the main from Monday to Friday during the night. Annex B to this Contract Notice shows the requirement divided into 30 lots together with further details. RMGL reserves the right to aggregate any combination of lots 1 to 30; the decision whether to do so and if so which lots will be aggregated will be taken prior to or during the negotiation stage of this procurement activity. RMGL may request during the negotiation stage that applicants provide RMGL with details of how aggregation of lots 1 to 30 may offer the most economically advantageous contractual solution to RMGL. RMGL may also allow applicants to submit variant bids on the basis of the applicants suggested aggregation of lots. Therefore although applicants may express interest in a single lot if they wish to do so, if the lot is aggregated with other lots during the negotiation stage, the applicant may not be eligible for consideration for the aggregated lots unless they have also bid for the other lots so aggregated.

1. Expression of Interest (EOI):
To formally submit an EOI you must promptly send a request to Michael Romaine at e-mail address:
mike.romaine@royalmail.com and copy to Kirsty Gartshore at e-mail address: kirsty.gartshore@royalmail.com
And provide the following details:
Company name;
Company address;
Company telephone number;
Contact name (Primary Contact);
Contact telephone number;
Contact E-mail address.
On receipt you will be sent information on how to access the PQQ. The PQQ will be managed using the RMG Electronic Sourcing Tool (E-sourcing).
2. Pre qualification questionnaire (PQQ):
You will receive two (2) emails which will enable you to access the PQQ via E-sourcing and participate.
Once you have completed the EOI form you will (within 48 hours, Monday to Friday) receive your FIRST email from RMG@frictionless.com, subject header 'Royal Group RFX', which shows log-on information required for access to E-sourcing, (please do not email this site unless instructed to do so).
On receipt of your log-on information you will then be sent a SECOND email (within 24 hours, Monday to Friday) from RMG@frictionless.com or RMG inviting you to participate in the PQQ for ‘Royal Mail Domestic Air Network Services'.
It is at this point that you will be able to fully access the PQQ and start to complete it.
Please note: your log-on will not be activated until you are formally invited to participate, so please do not try to log-on before you are invited as you will be denied access.
Tenders and all supporting documentation for the contract must be priced in GBP £ sterling (unless otherwise specified in the contract documents) and written in English.
Any agreement entered into will be considered a contract made in England according to English law and will be subject to the exclusive jurisdiction of the English courts.
Royal Mail Group is not liable for any costs incurred by those expressing an interest in tendering for this contract opportunity. Royal Mail Group reserves the right to terminate the procurement process (or part of it); to change the basis of and the procedures for the procurement process at any time or to procure the contract by alternative means if it appears that the contract can be more advantageously procured by alternative means.
The most economically advantageous or any tender will not automatically be accepted.
All communications must be made through Michael Romaine and copied to Kirsty Gartshore.
